Flared skirt has more hem area added by closing the waist darts. The basic flared skirt does not have any darts in the waist; the darts are closing completely and that value is transferred to the hem. An extension can also be added to the side seam to give a bit more flare.
The difference between an a line skirt and flare skirt is thtone that fits very closely to the hips and is basically fairly straight, a flared skirt is the opposite it flares out from hips and has soft folds in it, both come in various lengths. Personally I prefer a line, I think flared is a bit too feminine.
